Here is what we have on our list so far for the early 2007 update - we will be rewriting the Control Naming Guidelines section, re-wording a little the whole document, potentially revising the Database guidelines and follow up on suggestions posted here if we have time.
We will keep updating the whitepaper as we get new ideas and suggestions, so we might be adding new guidelines soon as well.
As far as, if the Coding Guidelines will be free forever, well, they say "never say never", but we don't have plans to charge for it. The Guidelines whitepaper, actually, is going to be supplemental to our upcoming product - CodeIt.Right - so there is no reason for us to offer it for a charge.
So, the short answer is, yes, it will be free.
